The European Commission has added Mark-a-Spot to the EU Open Source Solutions Catalogue, a central platform for open-source software in the public sector.

The European Commission has added Mark-a-Spot to the EU Open Source Solutions Catalogue. The catalogue is part of the FOSSEPS initiative (Free and Open Source Software for European Public Services) and is provided through the Interoperable Europe Portal.

What is the EU OSS Catalogue?

Launched in March 2025, the catalogue is a central hub for open-source software in the public sector. It aggregates solutions from national catalogues of various EU member states, including Open CoDE from Germany, Developers Italia, and the French Awesome CodeGouvFr.

The goal is to promote software reuse between administrations and avoid duplicate development. Currently, over 640 solutions are listed, covering more than 30 topic areas of public administration.

Projects are selected based on defined criteria: relevance for the public sector, active development, community support, and adherence to open-source principles. For municipalities looking for a citizen reporting solution, the listing provides additional orientation: proof that Mark-a-Spot meets all requirements the EU sets for sustainable open-source software for administrations.

Background

Mark-a-Spot has been used in German municipalities for over ten years, from small towns to major cities. The software is based on the international Open311 standard and enables citizens to report issues in public spaces.

The source code is openly available. The software can be self-hosted or operated as a managed service.
